The Recovery Spending Watchdog №9, May 2024

The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the ninth issue of The Recovery Spending Watchdog.

The report covers the regulatory framework, the progress and financing of reconstruction, procurement analysis, journalistic investigations, and monitoring of specific areas, including housing, water supply systems, and demining.

The topic of the month is procurement. We analyse key challenges in public procurement for reconstruction, including the lack of transparency in cost estimates, limited competition, the large number of below-threshold procurements, and seasonality. We also identify key recommendations for improving policy, conducting further research, and introducing technical changes to the electronic procurement system.
