Key challenges for the construction sector: what needs to change?

This policy brief highlights the key challenges hindering the development of Ukraine’s construction sector and limiting the effectiveness of public procurement for recovery and reconstruction. It examines regulatory barriers, pricing mechanisms, workforce shortages, the digitalisation of the sector, and the alignment of Ukrainian legislation with European Union law.

Drawing on the findings of a comprehensive study, the brief provides practical recommendations for improving public policy, enhancing transparency and competition in the construction sector, and creating conditions for greater participation of Ukrainian and international companies in recovery and reconstruction projects.

The policy brief is based on the analytical report “Reconstruction at risk: do we need changes in construction policy?”, prepared as part of the project of the same name implemented by the Institute for Economic Research and Policy Consulting (IER) with the support of Transparency International Ukraine.
