Reconstruction at risk: do we need changes in construction policy?
Is Ukraine’s construction sector ready for large-scale recovery and reconstruction? This analytical report examines the regulatory barriers that constrain the sector’s development, limit competition in public procurement, and hinder the entry of new companies into the market. It focuses on the existing regulatory framework, pricing mechanisms, workforce challenges, the digitalisation of processes, and the conditions for engaging both Ukrainian and European companies in the country’s recovery and reconstruction.
The report combines an analysis of legislation, statistical data, international experience, and findings from in-depth interviews with representatives of the private sector and public authorities. Based on these findings, it offers practical recommendations for improving construction policy, enhancing the transparency and competitiveness of public procurement, and aligning Ukraine’s regulatory framework more closely with European Union legislation.
