Monitoring Ukraine’s Accession to the EU (UAEUmeter)

The “Monitoring Ukraine’s Accession to the EU (UAEUmeter)” project is implemented by a team from the Institute for Economic Research and Policy Consulting (IER), the Bendukidze Free Market Center, and Liberte, with the support of the Friedrich Naumann Foundation for Freedom.

The project aims to develop and regularly update a clear and accessible tool for monitoring Ukraine’s path towards EU integration and assessing its progress in aligning with the EU acquis and European values.

The project covers six key areas:

  • Rule of law;
  • Free movement of goods and customs;
  • Digital transformation;
  • Social policy and employment;
  • Entrepreneurship and industrial policy;
  • Transport.

The monitoring has several key features:

  • Focus on the EU acquis – the assessment focuses on Ukraine’s alignment with EU legislation and requirements, rather than solely on its commitments under the EU-Ukraine Association Agreement. The findings can provide useful input for the governments of Ukraine and EU Member States in the accession negotiation process;
  • Focus on implementation – the analysis goes beyond the legislative framework to examine the reform agenda and the actual implementation of relevant laws and policies;
  • Monthly updates – regular monitoring of legislation, the reform agenda, and the practical implementation of reforms makes it possible to track the pace and dynamics of Ukraine’s European integration in a timely manner;
  • Alignment with European values – the monitoring goes beyond the formal EU accession criteria to assess how policy developments and recent events in Ukraine align with European values;
  • Clear and accessible presentation – the findings are presented in a format that makes it easy to track changes and assess Ukraine’s progress towards EU membership.
