Oleksandra Betliy

Senior Researcher, Project Coordinator

Oleksandra has extensive experience in both economic policy development and implementation. She has worked as an economic analyst for more than 20 years and has coordinated projects at IER for over a decade. As an expert, she has contributed to a range of international technical and research projects, including those implemented by the World Bank, the European Training Foundation, and UNDP.

From November 2018 to March 2020, she served as an Adviser to the Minister of Finance of Ukraine and as Chief Economist at the Ministry of Finance. In this role, she contributed to the development and implementation of fiscal, tax, and customs policies.

Her areas of expertise include the analysis and assessment of fiscal, social, and healthcare policies, as well as labour market issues and policy development. Her work has covered budget execution, the impact of COVID-19 on poverty, education and healthcare financing, the effectiveness of strategic planning in Ukraine, and citizen engagement with digital platforms.

She regularly contributes to IER’s macroeconomic forecasts. She was also elected to the Board of RISE, a coalition of Ukrainian and international civil society organisations working to promote transparency, sustainability, and effectiveness in Ukraine’s reconstruction.

She holds a Master’s degree in Economics from the National University of Kyiv-Mohyla Academy/EERC.
