What We Do and How We Work?

We promote a fair, green, and people-centred recovery of Ukraine’s economy. To achieve this, we conduct policy research, engage in advocacy, and facilitate dialogue with researchers, private sector representatives, civil society organizations, and public authorities.

Our Objectives

• Provide research findings and expert advice to the Government of Ukraine, the private sector, the international community (including international financial institutions, multilateral organizations, and the European Union), and civil society on Ukraine’s economic needs, opportunities, and policy options for strengthening economic resilience and supporting recovery.
• Contribute to the development, implementation, and evaluation of economic and fiscal policies that promote Ukraine’s recovery and long-term economic resilience.
• Foster the active participation of Ukrainian civil society in the design and implementation of recovery policies.
• Raise public awareness of Ukraine’s economic situation and cooperation with international partners in strengthening economic resilience and supporting reconstruction.
• Identify opportunities for the private sector to play a leading role in Ukraine’s economic recovery and resilience.
• Promote legal and policy reforms that create the conditions for Ukraine’s sustainable socioeconomic development.

Our Principles

• Urgency: Measures to strengthen resilience and support recovery must begin without delay.
• Transparency and accountability: Recovery plans and relevant information should be publicly available, recovery measures should be subject to effective monitoring, and accessible mechanisms for submitting complaints and feedback should be in place.
• People-centred approach: Respect for human rights, inclusiveness, broad stakeholder participation, and decision-making that is as close as possible to the needs of affected communities.
• Sustainable Development Goals as a policy priority: Recovery should follow the “Build Back Better” approach, advancing sustainable and inclusive development.
• The aggressor must pay: Recovery should be financed, as a matter of priority, through Russian state assets and the assets of sanctioned Russian oligarchs.
• Policy grounded in international law: Recovery efforts should be guided by the principles of international law and support Ukraine’s path toward EU membership.
• Long-term economic stability: Recovery policies should ensure debt sustainability, prioritize grants over loans, improve market access, and attract foreign direct investment.
